SET Foundation

The dynamically changing geopolitical and economic situation directly affect our lives, security and development. The SET - SECURITY - Energy - Technology Foundation - was created from the need to act to ensure a sense of security as the basic needs of man. In the face of international tensions and the technological revolution, our goal is to support Poland's national security both in the economic and military dimension. A sense of security is one of the basic needs of man and one of the key conditions for social peace, strengthening prosperity, economic development and triggering creativity. This is not only military security, related to the development of the potential of the armed forces, but also a whole range of categories on which the success of people, enterprises and states depends today. These are :

Energy security

providing access to stable, efficient and economically profitable energy sources,

raw material safety

whose essence is to ensure undisturbed supply of raw materials for economic and technological development,

cyber security

related to the protection of ICT systems, data and infrastructure against various types of cyber attacks,

information security

that is, protection of the information space against hostile manipulation,

associated with environmental protection against ecological disasters, pollution and degradation of ecosystems,

Therefore, the mission of the SET "Security-Energy-Technology" Foundation, which has expert facilities, is to initiate activities related to broadly understood safety, as well as to provide in this field of professional support in all those whose activity leads to strengthening safety in the national and international dimensions. We are in favor of deepening cooperation within the Three Seas and Transatlantic Alliance to ensure security in Europe. We promote an approach in which nature is protected not for ideology, but for man's good.

President of the Management Board

Manager with many years of experience of working in large capital groups, government and local government administration. He dealt with investment and legal advice.

He organized capital group structures, optimized costs and maximized the benefits for enterprises. For 15 years, closely associated with the energy industry, as the president of the board, he managed the largest energy entities in Poland: PGNiG Termika (Grupa Orlen), PGE Energia Ciepła and in 2020-2024 as the president of the Polish Grupa Energetyczna SA (PGE S, A). 

In the years 2018-2024, the chairman of the Supervisory Board in the Polish Armaments Group (PGZ SA) one of the largest armaments enterprises in Europe. 

He conducted the process of integration with the PGE heating assets group purchased from the French EDF and the purchase of PKP Energetyka (currently PGE Energetyka Kolejowa).

He supervised large -scale infrastructure projects in the energy sector. As the president of PGE, he began and implemented in cooperation with the World Offshore leader Ørsted the largest project in the Polish energy sea wind farms in the Baltic Sea. He coordinated the construction of a nuclear power plant with PAK and Korean KHNP.

He co -founded the government plan to separate coal assets from energy groups as a necessary condition for energy transformation in Poland.

He managed the process of creating and implementing the PGE Group Strategy until 2030 with the perspective of climate neutrality by 2050. From 2024 a member of the Council for Strategic Development Projects at the President of the Republic of Poland. A graduate of the Faculty of Law at the University of Warsaw.

Economist, with experience in energy projects.

In his professional career he was the Vice President of the Management Board of Financial Affairs KGHM Polska Miedź, Poczta Polska and fuel sector companies: PERN and OLPP.

In addition, he worked, among others in Polish Naftowy and Gas Mining, the Office of the Polish Financial Supervision Authority and GK Bank of Environmental Protection. Has experience in financial accounting areas, controlling, treasury, finance

international, ownership supervision as well as energy investments and transformation. He is a graduate of the Warsaw School of Economics in the field of Finance and Banking and the Institute of International Relations of the University of Warsaw. He also completed postgraduate studies in the accounting and finance of the company at the Warsaw School of Economics and his studies in the field of cybersecurity and digital services at the Naval Academy.

A graduate of the Maria Curie-Skłodowska University in Lublin. He also completed the postgraduate marketing study and the post -graduate study of management of EU structural funds.

He gained professional experience at the Ministry of Economy and Environment, Energy Market Agency, the Institute of Fuel and Renewable Energy, and in companies from the energy industry: PGNiG TERMIKA SA, PGE Grupa - PGE Energia Ciepła SA and PGE SA, where he was the director of the regulation division.

He coordinated and supervised, among others Conducting activities in the area of ​​regulation, tariff and concession processes, development of heat markets, support systems, aid funds, cooperation with administrative units of various levels. He was a member of the board of the Polish Society of Vocational Company, the Managing Council of the Polish Electricity Committee, Energy Advisors Team at the Minister of State Asset. He was awarded the Honorary Badge awarded by the Minister of the Right for Energy - Merit for Energy.

Foundation Council

Legal advisor, member of the District Chamber of Legal Advisers in Warsaw. He is a graduate of the Faculty of Law of the UKSW and doctoral studies at the Institute of Legal Sciences of the Polish Academy of Sciences. He completed MBA studies in the field of cyber security at the Faculty of Cybernetics of the Military University of Technology in Warsaw, and also studies in the management of cybersecurity and digital services as well as postgraduate studies in cyber security at the Department of Command and Naval Academy of the Naval Academy in Gdynia. He also completed the TOP Public Executive program organized by Iese Business School in Barcelona and the National School of Public Administration and a higher defense course at the National Defense Academy. He also trained, among others at NATO Cooperative Cyber ​​Defense Center of Excellence in Tallinn.

In the years 2015-2018, the Undersecretary of State, and then the Secretary of State in the Ministry of Interior and Administration and the Government Plenipotentiary for the preparation of state administration bodies to cooperate with the Schengen information system and the visa information system. From January 2018 to April 2020, the Secretary of State at the Ministry of National Defense, also acting as the Ministry of National Defense Plenipotentiary for Cyberspace. He answered, among others for creating and implementing a comprehensive program cyber.mil.pl. From April 2020 to August 2022, he was the president of the Board of Poczta Polska SA from September 2022. He was the Vice President of the Board for the Development of KGHM Polska Miedź SA from October 2022 to February 2024. He was the president of the KGHM board. He was also the deputy chairman of the supervisory board of Exatel SA from November 2021 to December 2023. He was the chairman of the Social Advisors Team of the Minister of National Defense for cyber security. 

In December 2021, the President of the Republic of Poland Andrzej Duda, appointed by the President of the Republic of Poland, as part of the Security and Defense Council as part of the National Development Council, and in July 2024 also to the Council for Strategic Development Projects.

In 1997 he graduated from the University of Warsaw Faculty of Law and Administration. After completing the lawyer's application at the District Bar Council in Warsaw and the lawyer's examination in 2001, he opened an advocate practice, which he successfully performed by 2020. Then he was inscribed on the list of legal advisers of the District Chamber of Legal Advisers in Warsaw. 

In the years 2020-2024, working in the Polish Energy Group PGE SA, he underwent all levels of career in the Legal Department, obtaining the position of director of the PGE Capital Group Department and Management. 

He actively participated in many processes of obtaining financing, restructuring enterprises, mergers and acquisitions (e.g. the takeover of PKP Energetyka SA by PGE SA) and successfully represented the PGE group before common courts, the Supreme Court, the Supreme Administrative Court and in arbitration proceedings.

An expert in the functioning of energy, telecommunications and
media sectors as well as in the area of ​​corporate management, capital group management as well as in the area of ​​investor and ESG relations. He specializes in creating and implementing communication strategies aimed at building the value and image of companies, in the implementation of advertising campaigns and in conducting marketing and social communication in the implementation of infrastructure investments, in particular those that arouse social resistance.

She started her professional career in 1994 at Canal+, where she was responsible for the construction and
promotion of the sales network of the first paid television in Poland. Then in the years 1998–88 she was Public Affairs Manager at the Polish Digital Telephony Era (today T-Mobile), where she implemented a general public policy in the area of ​​public affairs. In the years 2008 - 2010 in the company PL2012 she was responsible for cooperation with stakeholders and information activities for the UEFA EURO 2012 project. In the years 2010 - 2012 she was the deputy director of the Corporate Communication Office at Polkomtel in the years 2012–2014 of the Director of the Communication and External Relations Office at PGE Energia Nucleus, a company implementing the construction of the first Polish nuclear power plant. Then, as an expert, she worked at the Industrial Development Agency and in the years 2018–2020 in PGE Energia Ciepła was the director of the Communication Department, where she dealt with communication activities in the field of heating in the PGE group. In the years 2020-2024 she was the director of the Corporate Communication and Marketing Division at PGE Polish Energy Group, responsible for conducting the information policy of the PGE Capital Group, activities in the field of marketing, investor relations and ESG.

Doctor of legal sciences, colonel at rest, manager specializing in the area of ​​management and new technologies. A graduate of the Faculty of Law, Administration and Economics of the University of Wrocław, as well as a number of postgraduate studies: economic criminal law, European Union law and economy, public administration management (in IEE), cyber security and management of artificial intelligence. At the Faculty of Military Cybernetics of the Technical Academy in Warsaw, she obtained the MBA title in the field of cyber security management.

For over two decades, she was associated with the Polish police, where she served, among others functions of the deputy poviat commander of criminal affairs and head of the Faculty of International Search Coordination at the Main Police Headquarters, responsible for the development of the National Sirene Office, supervision over the international searches for the SIS and Interpol international channel, and the implementation of the Schengen information system and the II generation visa information system. She was the vice -chairman of the Schengen Working Group during the first presidency of Poland in the EU Council. Delegated to work in the Ministry of the Interior, where as the director of the Department of Civil Affairs she supervised the construction and implementation of the State Register system and the key legislative projects related to SRP. Then at the Ministry of National Defense she managed, among others The area of ​​higher military and R&D education and coordinated and supervised the implementation of tasks related to the implementation of the program to build the ability of the Ministry of National Defense to act in cyberspace. A former professional soldier implementing a number of innovative projects during 32-year military service. He gained experience serving in an aeromobile troops (25BKPOW and 6BPD) at all levels of command at home and abroad. In the years 2018–2023 he was the director of the Strategy and Defense Planning Department at the Ministry of National Defense. He was responsible for the preparation of strategic documents, operational planning and supervision over non -military defense preparations.

He was the deputy minister of the environment and the government's representative for the development of hydrocarbon mining. He was a member of the European Affairs Committee and the Digitization Committee of the Council of Ministers. He represented the Minister of the Environment at the UNESCO Polish Committee, the Council of the National Center for Research and Development, the Spatial Information Information Infrastructure Council and the Tripartite Team for Energy Industry. He has an Executive MBA diploma from a program implemented in cooperation by the Warsaw University of Technology Business School, London Business School, Hec Paris and NHH Bergen, as well as CQF (Certificate In Qantitative Finance) certificate. Since 2004, he has been associated with the financial market, supervising financial markets regulations, public debt management and global investment portfolios.

In the years 2005–2010 he gained experience in London, starting as a trader at Calyon Corporate and Investment Bank, and then as managers in the SWISS RE group, where he was responsible for strategies for debt instruments, stock indexes, credit derivatives and currency of emerging markets.

In the years 2010–2015 he held various expert and managerial positions in financial institutions in Poland, including As a propder at Espirito Santo Investment Bank Polska, deputy director of the Department of Debt Portfolio Management at PKO TFI and Senior Manager at Money Makers TFI (currently Alior TFI).

At the beginning of 2015, he began working as an economic expert in the program of program projects of the Chancellery of the President of the Republic of Poland.

From December 2015 to December 2020 he was the Undersecretary of State at the Ministry of Finance, where he was responsible for international cooperation, relations with domestic and foreign financial investors, public debt management, financing the loan needs of the state budget and implementing regulations regarding the financial market and financial institutions. He played a key role in the creation of the Polish audit supervision agency, financial education fund, increasing Poland's shares at the European Investment Bank in Luxembourg and the introduction of pioneering issue of treasury bonds, such as the world's first green government bonds in the world.

At that time, he also performed important functions, including Chairman of the Banking Council of the Guarantee Fund, Chairman of the Audit Supervision Commission, Deputy Governor at the International Bank of Reconstruction and Development and the European Bank for Reconstruction and Development. He was also a member of the Polish Financial Supervision Authority, the Council of Directors and the Risk Committee of the European Investment Bank, as well as the Administrative Council of the Council of Europe Development Bank.

From January to October 2021, he worked as an adviser to the managing director and deputy director of the Monetary Policy Department and Capital Markets at the International Monetary Fund in Washington, analyzing the impact of digital currencies, climate change, support for developing countries and the stability of the international financial system.

From October 2021 to April 2022, he was appointed by the President of the Republic of Poland as the Minister of Development and Technology, responsible for the economy, construction, spatial planning, development and housing.

From April 2022 to February 2024 he was a member of the board in PZU SA responsible for the area of ​​investment and technology. At that time he also sat on several supervisory boards.

Advisor of the President of the Republic of Poland in 2024-2025, and a permanent representative of the Republic of Poland at NATO in 2019-2025. In the years 2015–2019, the Undersecretary of State in the Ministry of National Defense responsible for defense policy and international matters in the ministry, including Organization and findings of the NATO summit in Warsaw in 2016, strengthening the presence of allied troops in Poland, including negotiations with the United States in this area, as well as the preparation of the Strategic Defense Review 2016/2017.

Distinguished Associate Fellow at the Security, Diplomacy and Free Strategy at the Brussels University, active in the field of security and defense in the Think Tanków sector in Poland and abroad for many years. He also worked in the arms industry, supervising the consolidation of the Bumar group; In the area of supervision over special services, dealing with the reform of this sector as an advisor to the minister of intelligence coordinator and special services. He also served as an advisor in the Sejm of the Republic of Poland and in the European Parliament. 

A graduate of law (University of Warsaw) and war studies (King's College London), he also studied the area of security, defense and management at many foreign and national military and civilian universities.

In the years 2017-2018 he was the deputy president of the board at PGNiG Termika Przemysłowa SA, and in the years 2016-2017 he was the president of the board at Przedsiębiorstwo Energetyki Cieplnej PEC SA in Jastrzębie-Zdrój. In the years 2011-2014 he was the vice president of ARR in Częstochowa SA.

He also gained professional experience in state administration and the private sector. Retired Brigadier General Dariusz Wroński commanded elite units of the Polish Army, including the 49th Combat Helicopter Regiment, the 25th Air Cavalry Brigade, and the 1st Army Aviation Brigade. In Iraq, he commanded the Independent Air Assault Group. He served as Chief of the Airmobile and Motorized Forces and Chief of Land Forces Training until the transformation of the Polish Army in 2014. He was Director of Operational Programs for the acquisition of helicopters for the Polish Armed Forces. He also served as President of the Management Board of the Implementation and Production Center of the Air Force Institute of Technology, creating the company from scratch. He led the team for the evaluation of the Education for Security program at the Ministry of Education and Science.

He is an advisor and an expert in aviation and military affairs. He is a member of the Program Council of the Polish Platform for Homeland Security. He runs a business in the field of management and consulting for security and defense. He has participated in the work of international institutions, including the NATO Joint Command Transformation (ACTA), the NATO Land Armaments Group (NAAG), the European Defense Agency (EDA), the FINABEL Association, OCCAR, and the JAPCC.

He completed Combat Search and Rescue training in the US and France. He also completed training for Supervisory Board Members with State Treasury Participation and Public Procurement. In 2017, he obtained a license for special trade. He holds NATO and EU security clearances.

An experienced manager, politician, lawyer, and civil servant involved in public service. A graduate of the Faculty of Law and Administration at the Jagiellonian University in Kraków, he is an expert in security, the technical modernization of the armed forces, and the arms industry.

He participated in the work of the government administration as a member of the Standing Committee of the Council of Ministers, a member (co-chairman) of the Joint Commission of the Government and Local Government, a co-chairman of the Joint Commission of the Government and National and Ethnic Minorities, and a member of the Joint Commission of the Government and the Episcopate. He participated in the work of numerous inter-ministerial teams in the field of security.

In 2018 and from 2020 to 2021, he served as Secretary of State at the Ministry of National Defense, where he oversaw, among other things, the technical modernization and expansion of the armed forces, infrastructure, and healthcare. During this period, he coordinated work on the project to establish the Armaments Agency, among other things. He also chaired the Tripartite Team for the Development of Industrial Defense Potential and Technical Modernization of the Armed Forces within the Social Dialogue Council.

From 2018 to 2020, he served as Vice President of the Polish Armaments Group, and from 2021 to 2024, President of the Polish Armaments Group. He was also a permanent member of the board of the Aerospace and Defense Industries Association of Europe (ASD). He was a member of the Scientific Council of the quarterly "Wojskowy Przegląd Prawniczy" (Military Legal Review). He is a member of the National Development Council – Council for Strategic Development Projects. He has been a keynote speaker and panelist at numerous national and international conferences on internal and military security, armed forces modernization, expansion of production capacity, production of weapons and equipment for the armed forces, and modern technologies in the defense industry.
