The Security Energy Technology (SET) Foundation organized an expert debate " Polish security 360 °". Challenges related to energy transformation, national security and new technologies were discussed. Leading public and private sector experts took part in the debate. The debate showed how complex and interrelated contemporary challenges for Poland's security are - from energy, to defense, to new technologies and finances.
The event was opened by Wojciech Dąbrowski, president of the SET Foundation, and Tomasz Zdzikot, chairman of the SET Foundation Council, presenting the mission of organizations related to activities for national, economic, military, energy and digital security. - Poland needs integrated security thinking. The SET Foundation wants to be a place that connects people and competences - to act effectively for the development of Poland, " said Wojciech Dąbrowski.
Participants of the "energy transformation and sovereignty" panel emphasized that Poland needs a realistic
and long -term energy strategy based on stable production sources, energy storage and investments
in Atom. - Today, the construction of energy storage is a must, it is a condition for securing the correct operation of the energy system based almost 40 % on renewable energy in Poland. In the future, energy sovereignty will provide us with a support for stable energy supply from nuclear power plants - said Wojciech Dąbrowski. President Dąbrowski also emphasized the importance of nuclear energy development, which in 15-20 years will provide us with energy sovereignty and the competitiveness of the economy. - As a SET Foundation, we declare supporting the development of energy warehouses and the construction of strong nuclear energy in Poland - he emphasized.
Paweł Majewski, a member of the SET Foundation Council, reminded of the increasing role of gas in Polish energy. Investments
in power plants can be implemented incomparably faster and cheaper than nuclear power plants, therefore natural gas will remain a necessary system stabilizer before we build nuclear powers . - That is why we need to diversify the sources of supply, build infrastructure like the FSRU terminal in Gdańsk and develop domestic gas magazines - summed up Majewski.
- The development of renewable energy in recent years in Poland is the result of conducting wise policy of support programs - noted Mateusz Wodka, vice president of the board of the SET Foundation. He emphasized that this conscious public policy materialized, among others
In programs such as my electricity, energy for the village, agroenergia, and clean air.
Adam Tywoniuk, a member of the board of the SET Foundation, noticed that it needs transformation, but today there is neither real financing nor recognition for technologies that could actually reduce emission . He pointed out that the technology of gas and biomass units is a technology that is available, proven, stable from the point of view of ensuring energy security and socially acceptable. And in addition, investments
in gas units have been approved in the form of notification of the cogeneration support system and so -called taxonomy criteria . -The assumptions and directions of strategy for heating are more amazing, where the main direction of heating transformation is its electrification, with a marginal and only supporting role of gas cogeneration and biomass units -added Tywoniuk.
In the "New Technologies - Application and Finasing" panel, the use of technology in the Security Service and how to finance and regulate them without braking innovation were debated.
According to prof. Ireneusz Dąbrowski, chairman of the program council of the SET Foundation for Banks, investing
in AI is still new, especially when it comes to defensive or dual-user projects. - If the army shows that the development of AI is a priority, it is a clear signal for the financial sector: it is not only innovation, it is a matter of national security. Such a signal can break the resistance of banks and funds, because they know that it is a long -term project, supported by the state and resistant to political turmoil - he added.
According to Dr. Karolina Grendy from the SET Foundation Council, the Development of Artificial Intelligence and Automation brings great potential, but at the same time he poses huge security challenges. - Ai changes the balance of power. We need regulations that on the one hand will allow you to use the potential of AI - they will not suffocate innovation, especially
in double use technologies - and to the other, they will minimize the risk of its abuse - Karolina Grenda warned.
In turn, according to Piotr Nowak, a member of the program council of the Set Polska Foundation, has the potential to be a European Hub AI but only if we start thinking strategically. -We's we have. Now it's time for capital, infrastructure and bold political decisions. We don't have to chase the world. We can co -create it - said Piotr Nowak.
The panel ended with prof. Tomasz Cicirko, a member of the program council of the SET Foundation, which pointed to the sources of financing for security related to investments.
The panel dedicated to national security focused on the subject of building the state's immunity - not only military, but also raw material, social and institutional.
- I think that the restoration of basic military service in such a form as we remember will not be effective. However,
in the current geostrategic situation of our region, I postulate the establishment of compulsory state service, which would be characterized by the voluntary of the choice of the type of service that the consorted declares (in the army, police, fire brigade, civil defense and health service) - explained General Broni (res.) Dr. Jarosław Gromadziński. General Gromadziński emphasized that in the area of new technologies and innovative technological solutions (start-up and dual-use), it seems inevitable wider incorporation of the civil industry in a chain of components supply in arms production.
Tomasz Zdzikot emphasized that the SET Foundation wants to actively participate in activities strengthening Polish cybersecurity, which in his opinion can be our national specialty - we have outstanding professionals who from the level of Olympics of science objects to international hackathons, professions and exercises, like Locked Shields, are simply the best in the world. However, we lack the effective mechanisms of inter-sectoral cooperation on the army-advice-business-business line, lack of developed cyber security, lack of system support for Polish innovative companies, there are no many needed organizational solutions, e.g.
in the area of cyber security of local governments. In the sphere of cyber, we should set the bar as a country, after all, the only operation is created by the country. Man, and we have exceptional experts, let's not waste this potential - added a udzikot.
In turn, Kasjan Wyligała-a member of the program council of the SET Foundation said explicitly that if we want to be a hub of critical raw materials, important from the point of notes of state, we must act professionally, not declaratively -it is needed to identify deposits, profitability assessment, security of the license and designing an effective business model, investments and know-how- he said.
According to Dr. Piotr Zuzankiewicz, a member of the program council of the SET Social Resistance Foundation, today is a condition for surviving the state in the conditions of hybrid war. The Act on the protection of population and civil defense does not ensure this. - An important disadvantage of this Act is that it focuses on organizational issues, and in a limited extent determines the functions of the population protection system in the context of building social immunity. In the act, such important issues were omitted: disinformation, information war and propaganda activities. In this context, it is crucial to educate the society in recognizing and counteracting information manipulation, especially in the era of social media - added Zuzankiewicz.
