We invite you to read the SET Foundation report "The effects of implementing the EPBD (building directive) into the legal system in Poland".
It shows that fully adapting Polish buildings to the new standards of the EU directive will cost Poland 2.5 trillion złoty. This includes the cost of thermal modernization of our homes, replacing heat sources, rebuilding heating networks, and mandatory installation of photovoltaics. Poland has until May 29, 2026, for full implementation.

- Costs of replacing heat generated in coal-fired boilers with other options (biomass, heat pumps)
- Details regarding the transformation of heating systems towards maintaining or creating efficient heating systems (modernization of cogeneration units, construction of renewable energy sources, development of high-power heat pumps and heat storage, modernization of networks and nodes)
- Total thermal modernisation costs (cost breakdown by building type: single-family, multi-family, public, by periods: 2025–2030/2030–2040/2040–2050 and by financing structure)
- Costs of implementing the EPBD Directive in Poland: replacement of individual heat sources: PLN 16–40 billion; modernization of the heating sector: PLN 466 billion; thermal modernization of buildings: approx. PLN 2 trillion. Total cost: approx. PLN 2.5 trillion (investment costs related primarily to thermal modernization, replacement of individual heat sources, and modernization of heating systems. This amount does not include the costs of installing photovoltaic panels, as the scale of this project is difficult to estimate comprehensively at this stage)
