We invite you to read the SET Foundation report "The effects of implementing the EPBD (building directive) into the legal system in Poland".
It shows that fully adapting Polish buildings to the new standards of the EU directive will cost Poland 2.5 trillion złoty. This includes the cost of thermal modernization of our homes, replacing heat sources, rebuilding heating networks, and mandatory installation of photovoltaics. Poland has until May 29, 2026, for full implementation.

- Total thermal modernisation costs (cost breakdown by building type: single-family, multi-family, public, by periods: 2025–2030/2030–2040/2040–2050 and by financing structure)
- Koszty wdrożenia Dyrektywy EPBD w Polsce: wymiana indywidualnych źródeł ciepła: 16–40 mld zł; modernizacja sektora ciepłowniczego: 466 mld zł; termomodernizacja budynków: ok. 2 bln zł. Łączny koszt: ok. 2,5 bln zł (koszty inwestycyjne związane przede wszystkim z termomodernizacją, wymianą indywidualnych źródeł ciepła i modernizacją systemów ciepłowniczych. Kwota nie uwzględnia kosztów instalacji paneli fotowoltaicznych, bo skala tego przedsięwzięcia jest trudna całościowo do oszacowania na tym etapie)
